Hulme Bullet feeder

Does this thing look complete I have never seen a feeder like this before.  Anyone ever use these?

I had one when I was on the Police Dept loading for the Pistol Team ;D
Don't remember anymore than that, I believe placing the bullet by hand was a lot Faster.. :( ???

I know there are a few for sale but I trying to see if these things are any good.  Or if it even looks complete.  I dont want to spend a bunch of money a "POS".  The seller say they know nothing about it.  How do they work?  I can not find anyone that has used one that can tell me one way or the other.   They do not appear to have been very popular.  Even a google search will not produce any valuable information.
