I agree with Ken, it's a commercial product.  I have a box full of them.   You generally see them on Phelps and earlier Star's like the one in the eBay listing.   They don't seem to fit as well on later model Stars.   There is a Clockwork type spring under the big pulley and it's very susceptible to breakage.  Replacements are hard to come by.

The machine in the eBay listing is a Star Progressive, but has several of Phelps parts.

I produce my own, I only have a few left at this time.  $200 plus shipping.

Occasionally I have some Hulme case feeders which I don't consider to be nice enough to use on my rebuilt reloaders and I offer them at a discount.

Yes, the specs are the same and I have seen several Star shell plates that are marked 9MM - 38 ACP.

It's a Phelps tool head, and it has obviously been modified, but I can't think of a purpose for the hole in that position.

Thanks Fred,   Dave is doing the drawing and that will have all of the necessary measurements, but I appreciate the picture, it always helps to have a frame of reference.

For me, bench space is always at a premium, so I decided to mount my machines on Midway Pedestals.   The Midway pedestals are very light so I filled the bases with concreate and glued a rubber pad to the bottom to keep them from moving around.   The rest of my reloading equipment (except the shot shell reloader) is mounted using Pat Marlins ROCKDock system which allows me to have just one reloading tool mounted to the bench and swap out other tools as necessary. 

My bench doubles as a reloader assembly/work area.

Looking back at the pictures I notice the builder used a somewhat different system to operate the primer feed.  I can't tell if he used a classic Rocker Arm & Primer Punch to insert the primers or a different system.

824tsv   It's actually an older style Hulme case feeder, but it has a shop made steel top plate attached to it.

NYKenn  I didn't ask the price on the Red one.   He wanted $400 for the Universal, which wasn't too bad except I figured I would have to replace all of the dies.
