Hi Jerry
The following listed parts are unigue to the universal reloader, all the other parts will fit both the progressive and the universal.
part #
12U steel floor base
20U Bullet seater
39U safty cam
49U angle lever cam
67U shell floor base bushing
68U shell floor base plug
69U bullet seater nut
79U shell base locating strap
I may have missed some, someone fill in please.

The most visible difference is the absence of #79U Shell Locator Straps on Progressives. One of the least noticeable, but most significant differences is the diameter of the Steel Base. The diameter of the Progressives steel base is 4" and is too small to accommodate shell plates used for most calibers.

thanks for the info, saying universal is kinda miss leading, makes u think it can be used for anything, so, if thers no straps its a universal and probly used for only `1 cal, where as if its a progressive, heads plates primer things can all be changed to other cals. lthanks again, and like i said, this time i'll make it down,

You have it backwards , remember one thing . Universal says it all as in loading all calibers that Star made dies for if you have the dies, shell plate , etc for that caliber.
-
Like he said, the opposite (we were posting at the same time)
If it has Shell Locator Straps it's a Universal and can be used for multiple calibers. If it does not have shell locator straps it's a Progressive and can only be used for 38 Special and .357 Magnum.
Adding some pictures for new users who really don't know what Shell Locator Straps are.

wow, thanks again for clearing it up, if u noticed alot of whats on ebay, alot of the stars are real;ly universals and advertised as progressives, thanks again
-
Yes, it can be confusing on eBay, that's why you need to pay attention to the pictures.
Keep in mind that Universal and Progressive are model names, but both are progressives (small p).

Hello! New member here, starting with beeing a smartass. I have a progressive of unknown age. Previous owner bought .32 s&w l dies in 1980, while visiting San Diego. These are the only ones I use nowadays and it is working flawlessly. I am ridicilously satisfied with the machinery and happy to be a member here.
